Finance Committee · Meeting of August 25, 2026

Acton Finance Committee heard student research pegging operating override odds at 45 to 53 percent by 2031 or 2032. University of Wisconsin-Madison senior Leif Wellner's Monte Carlo model found costs growing 4.15 percent a year against 3.39 percent revenue growth, with Acton's unused levy capacity already near 1 percent. New York University senior Camden Moran's companion analysis found mortgage-free senior homeowners already pay up to nearly 24 percent of income in property tax, the highest of six household types modeled, saying "a resident can own a valuable home and still live on limited retirement income." Moran proposed a means-tested senior exemption reaching about 95 households at an estimated $150,000 cost.

Six other interns presented on MCI Concord's spillover effects, school district benchmarking, payroll outsourcing, sidewalks, a food-truck storefront pilot, and unresolved questions about the Kelly's Corner project. The committee took no budget votes and adjourned unanimously.
