Acton's Finance Committee spent its August 4 meeting reviewing five student interns' research on town operations, taking no votes. Matthew Lawler pitched an 11-page "citizen's budget guide" to accompany the town's 179-page budget, citing a $42.3 million town-side operating budget and $129.8 million in total revenue. Anthony Sterniolo proposed scaling a police department paper-to-digital pilot after finding postage costs of about $120,000 a year.
Harika Goteti found salaries and benefits make up nearly 79 percent of operating costs and suggested regional sharing of back-office functions with towns including Concord and Sudbury. Aditya Sharma's Monte Carlo model found a 70 percent chance of fully funding Acton's $54.8 million pension share by 2036, but a one-in-20 chance the town's liability tops $80 million. Ethan Cohen scored Acton 3.5 out of 9 against Department of Local Services capital-planning best practices, versus 7 for Concord and 8 for Sudbury.
Earlier, resident and Select Board member David Martin cautioned the committee that "it's important to remember that the ALG model is not a good prediction of what will happen in the out years" amid talk of a possible operating override.
